Louis Fisher Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

For 40 years, Dr. Fisher worked for the Library of Congress as a senior specialist in separation of powers. Spending the first 35 years of that term with the Congressional Research Service and the last five as a specialist in constitutional law in the Law Library, Dr. Fisher's area of expertise has included constitutional law, war powers, budget policy, executive-legislative relations, and judicial-congressional relations. Now retired, he is currently a scholar-in-residence at the Constitution Project.

Dr. Fisher earned a Bachelor of Science in Chemistry at the College of William and Mary in 1956, completed coursework in physical chemistry at The Johns Hopkins University from 1956 to 1957, and then earned a Master's degree at The New School for Social Research in 1966, as well as a PhD in Political Science at The New School in 1967. From 1957 to 1959, he served as a first lieutenant in the U.S. Army.

During Dr. Fisher's career, he taught at Queens College, Georgetown University, American University, Catholic University and Catholic University Law School, Indiana University, the College of William and Mary Law School, and Johns Hopkins University. Most recently, he served as a visiting professor at the William and Mary Law School.

Invited to speak worldwide in dozens of countries, including Australia, China, Germany, Republic of Korea, and Ukraine, on various topics such as constitutional, political, and institutional issues, Dr. Fisher has been known for testifying before Congress more than 50 times on such issues as war powers, state secrets privilege, NSA surveillance, executive spending discretion, and presidential reorganization authority. Active with the Central and East European Law Institute of the American Bar Association, where he traveled to Bulgaria, Albania, and Hungary to assist constitution writers, he also participated at various conferences in Washington, DC, served on working groups in Armenia and Belarus, and aided in drafting constitutional amendments for the Kyrgyz Republic.

Additionally, Dr. Fisher has written extensively throughout his career. He has written 25 books; most recently, "Supreme Court Expansion of Presidential Power: Unconstitutional Leanings" in 2017, "Congress: Protecting Individual Rights" in 2016, "The Law of the Executive Branch: Presidential Power" in 2014, "On the Supreme Court: Without Illusion and Idolatry" in 2013, and "On Appreciating Congress; The People's Branch" in 2010. Furthermore, he has contributed hundreds of articles in law reviews, political science journals, encyclopedias, magazines, and newspapers.

The recipient of countless awards for his efforts, Dr. Fisher received a 2012 Hubert H. Humphrey Award from the American Political Science Association for Notable Public Service by a Political Scientist. Additionally, he won a Walter Beach Pi Sigma Alpha Award from the National Capital Area Political Science Association in 2011, and a Aaron B. Wildavsky Award for Lifetime Scholarly Achievement in Public Budgeting from the Association for Budgeting and Financial Management in 1995. Furthermore, he was a 1992 fellow of the National Academy of Public Administration.
