Government of Castilla-La Mancha and Red Hat Power Public Services with AI

Red Hat, the world's leading provider of open source solutions, today announced that the Government of Castilla-La Mancha, Junta de Comunidades de Castilla-La Mancha (JCCM), has accelerated the region's environmental impact assessment (EIA) processes using AI. JCCM has chosen Red Hat OpenShift AI, a platform within the Red Hat AI portfolio, to develop a generative AI (gen AI)-powered assistant that streamlines the review and resolution of EIA files, resulting in greater efficiency, minimized errors and reduced response times for businesses.

With the aim of promoting the sustainable development of Castilla-La Mancha, JCCM carries out rigorous EIA processes that integrate environmental aspects into the development and adoption of plans, programs and projects in key sectors such as agriculture, livestock farming, forestry, energy and tourism. Given the complexity of these files, evaluation times can sometimes exceed one year, and JCCM has prioritized the modernization of these EIA processes.

The Digital Transformation Agency of Castilla-La Mancha sought to streamline procedures without compromising the quality of environmental assessment, protecting the region's natural heritage while boosting its economy. JCCM was already using Red Hat OpenShift Platform Plus as its cloud-native application platform, and turned to Red Hat OpenShift AI as its platform for developing machine learning (ML) projects and serving AI-enabled applications. JCCM is using a private cloud in order to keep its large volumes of sensitive data on-premise.

Red Hat OpenShift AI enables the regional government to train, deploy and maintain AI-powered applications to automate document review. JCCM’s system transforms PDF documents into vectors stored in a database, allowing for direct queries and error reduction. Using retrieval-augmented generation (RAG), JCCM’s AI assistant can answer questions about documents, verify chapters and provide summaries, supporting officials in their review process and significantly reducing the time required to resolve EIA files.

With Red Hat OpenShift AI as its foundation, JCCM has experienced:

JCCM is also in the process of adopting Red Hat Ansible Automation Platform as a solution that will support enterprise automation across corporate teams, enabling it to further reduce manual processes and free up time to focus more on innovation. Currently, it has been used to deploy solutions in all public libraries in the region.
